As discussed yesterday in the TC meeting, the EIS FSE team has been working on an RFC document that seeks to introduce push functionality to Okapi. This document is also being used to test out the new RFC process for Folio.

The document is still in draft form and incomplete, but contains the main ideas. So what we are testing here is not (yet) the workflow of approval that normally goes through a pull request. Instead, we are at the "Before Creating an RFC" step, and we are shopping the core ideas around for feedback.

I propose that everyone review the main concepts contained in the draft over the next two weeks and add comments to the google doc. (I will be away on vacation during that time.) If useful, I can find some time tomorrow (Friday July 19) to meet with some, or all of you, to walk through the document and introduce the concepts it contains.
