The two spreadsheets contain the same data, just formatted (paged) differently. The record_types_by_category would probably be easier to take to the SIGS, since it is divided by data types, but the record_types_by_system gives a fuller picture, I think, of what would be involved in migrating from any given system. I threw in 1 link to a JSON definition on github just to show what it would be like.
