Managing APC payments is definitely a whole other area - but of course with some links to subscribed resources where the publisher has an offsetting scheme or similar.

Digging into the ‘enabling discovery’ use case is something we started to discuss at the WolfCon conference last week, and I want to look at in more detail over the next few weeks - so I’ll make sure we include OA titles in this thinking

Libraries often pay the article processing charges (APC) for publications in hybrid OA journals. Some publisher offer discounts on the subscription costs for paid APCs.
