There are actually two kinds of fees that would need to be taken into account. Existing fees that have been suspended (such as lost item fees) and pending overdue fees that are only created at the moment of check-in. So we can’t just look for existing, suspended fees before asking whether to present the operator with whether to charge fees or not. 

Perhaps more importantly, that yes/no option isn’t just about whether to charge fees. It’s about recording the outcome of he claim. Regardless of whether there are any fees involved, the system needs to be able to record the difference between an item found by staff during the claims process (the primary circumstance under which no fees should be charged) and when the patron finds and returns the item. This is vital not only in the moment to determine whether fees should be charged but for the patron’s overall record, as future claims and other interactions will be different depending on whether the patron has a history of claiming items as returned and then finding them or a history of returning items that staff fail to check in. The step at check in is designed to capture that vital info and drive behavior surrounding fines.

  • Currently the flow chart does not take the existance of supsended fines into account directly.
  • Fines drive the underlying workflow.
  • How about adding this computable distinction to the workflow?

It could look like this:
  • Do suspended fines exist? NO => check in
  • Else, Yes =>  Shall fines be charged? Yes => check in
  • Else, NO => Permittet to waive fines? Yes => waive, check in
  • Else, NO => Route to Supervisor, abort.
