Looking at the repo (https://github.com/folio-org/mod-user-import) it seems that it does have the ability to update existing users. I have never tried it though.

The mod-user-import is supposed to handle updates in addition to additions, but it’s been so long since I reviewed the design I can’t recall the details.  The developers never brought it back around to the UM-SIG for approval, so I don’t yet consider it to be blessed as “done.”

Meanwhile, Chris (Manly), would you please remind me what the plans were for creating a module to do batch updates of existing users as opposed to batch adds? Was it going to be part of mod-user-import or another module? 'Cause mod-user-import has no update (put) method, just a post.
